[Win10] Help! Not updating: 0x800703f1

I have a Gateway Windows 7 64 bit that was upgraded to Windows 10 and I have had nothing but problems. I cannot update ANYTHING on my computer like drivers, iTunes, Adobe, and even the Anniversary Windows 10 update will not install. I have ran the trouble shooter and did repairs. Retried to install Windows 10 it says it failed. :banghead: I have created a new local account (admin) still it failed. :banghead: I tried installing a clean new version of Windows 10 and it still said it failed. :banghead: Oh I also have gotten a error code 0x800703f1
Another issue is the Windows menu and Cortana has never worked. :huh:
Please help me fix this!

Please manually upload the components hive by following these instructions:

Upload Components Hive
  1. Navigate to C:\Windows\System32\config
  2. Right-click on the current COMPONENTS file and select copy
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  3. Right-click on your Desktop and select paste
  4. Right-click on the COMPONENTS file on your Desktop and select Send To -> Compressed (zipped) Folder
  5. Upload the zip from your Desktop to a file sharing service such as DropBox, OneDrive, SendSpace, etc. and include the link with your reply.

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Right-click on the Start
    w8start.png
    button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter

    Dism /Online /Cleanup-Image /RestoreHealth

  3. When DISM finishes scanning your component store, zip up and attach your CBS log to your next post:

    C:\Windows\Logs\CBS\CBS.log

If the zip file is larger than 8MB, please use a file sharing service such as OneDrive, DropBox, SendSpace, etc. and include the link with your reply.

It does appear that this is an old version of Windows 10, but these files shouldn't cause the update to fail.

Do you use an antivirus product and have your license information available? If so, please uninstall it for testing.

Next follow these instructions to configure Windows for clean boot:

Once the computer has restarted, create installation media for the Windows 10 Anniversary Update using the media creation tool here: Windows 10

You will need an empty 8GB flash drive.
Once the media has been created, run setup from the flash drive and choose the 'keep my files and settings' options to upgrade.
If the upgrade fails, zip and attach C:\$Windows.~bt\Sources\Panther\SetupAct.log

Windows update failed but my usb drives and other drives are working now.

When I go to C:\Windows\System32\config\DRIVERS

It prompts me and ask what app to use to open file. I'm not sure what to put. I tried note pad but comes up with very weird writing.

Please copy that file to your Desktop, then right click on the copy and choose Send To... -> Compressed (zipped) Folder.
Once the zip has been created, attach it with your reply.

Step 1 - Replace Drivers Hive Manually

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download DRIVERS.ZIP and save to your desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the DRIVERS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current DRIVERS file and select rename. Rename it to DRIVERS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Drivers folder on your desktop and paste it into C:\Windows\System32\config
