[Win10 1607x64] SFC & DISM Error 582. Please Help!

Every time i use dism it shows 582, and sfc unable to begin operation. i ran an SFCFIX the bitshift. it shows like this.

Also if i try upgrading the PC, it's at stuck at 33%. i tried updating using media tool as upgrade (stuck at 33%), the windows upgrade manager(stuck at 99%)

also tried the windows update diagnostic tool still the same, i get no updates.

can someone help me?
