WIN XP reboots as soon as loaded safe mode with netwoking, refuse to boot normally

Hello I just installed a XP on a new hand drive.

Problem is that I cannot shut down and I have to do it manually by holding the power button.

The next time I try to boot the machine it gets stuck at the Windows XP loading screen.

I tried to load the computer in safe mode to see if I can shut it down normally, but as soon as

safe mode has loaded the power cuts out.

Please can you help? I don't believe that it's a hardware failure.

I have to try to load 'last known good configuration' every time just to try to boot normally.
