Win Srv 2019 Datacenter - Cumulative update not installed

Hello,
I have a problem with installation of September cumulative update, still get same error: 0x800f0985
Manual installation completed unsuccessfully as well.

DISM ends with value: 91,7%
C:\Windows\system32>Dism /Online /Cleanup-Image /RestoreHealth
DISM with mounted Windows ISO didn't also solve the issue (Dism /Online /Cleanup-Image /RestoreHealth /Source:wim:\Sources\Install.wim:4 /limitaccess)
DISM error logs:
EnumeratePathEx: FindFirstFile failed for [C:\$Windows.~WS\*]; GLE = 0x3[gle=0x00000003]

Version: 10.0.17763.1697

Image Version: 10.0.17763.3046

[===========================91.7%===================== ]

SFC /scannnow didn't solve any violations and completed before 100%.

I also tried to clean up folder: %windir%\SoftwareDistribution\DataStore and pefromed below commands but no effect:

net stop bits
net stop wuauserv
net stop appidsvc
net stop cryptsvc

I cannot re-installl or board new server, so anyone can help me ?

I would like to add that Windows Update Diagnostic tool didn't solve the issue.
I'm also attached a result of component scanner and cbs.log.
