Win Server 2016 Update Failure 0x80073701

Hello,

Ive been having issues with resolving Windows Updates Issues on a Windows Server 2016. Its an VM with a Exchange 2016 on it.

I have tried some things.
Clear Windows Update Cache renamed Softwaredistribution and catroot2.
SFCScan -> Foud corrupt files but cannot repair them. Added a Log
DISM Restorehealth -> Error 0x800f081f
SFCFix -> Crashed unexpected Error
Tried manually Installing the Update via CMD -> Error The Referenced Assembly could not be found

Current Update that fails 2021-04 Cumulative Update for Windows Server 2016 for x64-based Systems (KB5001347) – Fehler 0x80073701
But pretty much all Cumulative Updates are failing.

Added the Logs on OneDrive

Had the some Error Messages as he in the CBS Log.

Problems with KB4512517
So I uninstalled the Package with CMD
wusa /uninstall /KB:"number"
Restarted the Server
Seached for Updates and it installed it without Errors.
