[SOLVED] Win 7 Pro 32 bit - updates failing repeatedly

Hi,

Have a Win 7 Pro 32 bit system. Some updates are failing repeatedly, and I'm gonna guess there's no way a Win 10 in place update would go through.

These updates keep failing:
Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7 SP1 and Windows Server 2008 R2 SP1 (KB4535102)
September 10, 2019—KB4516065 (Monthly Rollup)
Servicing stack update for Windows 7 SP1 and Server 2008 R2 SP1: January 14, 2020

sfc /scannow is clean

sfcfix says:
AutoAnalysis::
SUMMARY: No corruptions were detected.
AutoAnalysis:: directive completed successfully.

yet windows updates fail.

surt was run. CBS attachments dbdan22-win7-32bit.zip
