[SOLVED] Win 7-64, unable to install monthly security rollups, error 80004005

This started happening a few months ago, and I tried all the things I could find on the web, to no avail. Due to lack of time to follow this up, I simply hid the packages. This device normally gets its patches from a WSUS server, and that was trying to install both "2018-11 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4467107)" and "2019-05 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4499164)". Today, I decided to bypass the local WSUS and try updating directly from Microsoft Update. I got quite a large number of packages, most of which installed. There were two optional packages that failed to install, plus "2019-04 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4493472)".

I have now followed the set of of instructions given here under "before posting".

Warning: This script was written specifically for this user, for use on that particular machine. Do not run this script on another machine.

Download the Farbar Recovery Scan Tool and save it to your Desktop:
64-bit: Downloading Farbar Recovery Scan Tool

Download the attachment fixlist.txt and save it to your desktop.
Right-click on FRST64.exe and select "Run as administrator".
Press the Fix button.
The tool will now process fixlist.txt.
If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
Post the logfile Fixlog.txt as attachment in your next reply.

This is what has happened so far. I tried Windows update direct from Microsoft, and kept the security roll-ups separate. I successfully installed 8 other packages first, then tried the June roll-up KB4503292. It failed with the same error code. I went back to the local WSUS, which again wanted to install the November (KB4467107) and May (KB4499164) security roll-ups, but failed again. This is my work computer and I ran into a weekend.

I went back to step one, and began following the steps given in the "follow these steps before posting". I was getting inconsistent results and I wanted to get a consistent, replicable story. I found that every time I ran "scf /scannow" it would return either "found corrupt files and was able to repair them" or "found corrupt files and was unable to repair them". It would flip between the two outcomes each time I ran it. I re-ran KB947821 (System Update Readiness Tool). It gave a completely clean report with no errors. After this, I re-ran scffix. Again a completely clean report. Then I re-tried KB4467107 and KB4499164. It still failed with error 80004005.

The PC is a desktop device from HP and I have the DVD's for re-installing the operating system. But the only option is a clean re-install after wiping the hard drive. I am thinking I might have to do an inventory of all the software I have installed and make sure I can re-install every one.
 
You did too much. I just wanted you to check Windows Update only and report the result. Do not try to install other updates if one is failing.

That is not the right file, attach the logfile C:\Windows\Logs\CBS\CheckSUR.log in your next reply.
 
Please zip the file cbs.log in the folder C:\Windows\Logs\CBS and attach it to your next reply.

Remove Update Manually
  1. Click on the Start button and in the search box, type Command Prompt.
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator.
  3. When command prompt opens, copy and paste the following command into it, then press enter.
    wusa /uninstall /KB:4343900
  4. Let me know if it says it was successful or if there are any errors.
