Win 10 x64 - Win / Driver Update issue

Hello,
I just noticed the issue today after trying to install NVIDIA video drivers and the driver installation failed. Then I tried to do a clean install, it failed, and now I have no video drivers installed. Numerous attempts have failed. I also tried to update the driver through Device Manager, and got this message:
The configuration registry database is corrupted.

And I noticed these errors on all sorts of devices in Windows Update:
Lastfailed install attempt on ‎1/‎15/‎2019 - 0x800703f1

But, it looks like software updates have installed properly (even today). Just not driver updates...

Side note, my PC has rebooted several times recently when I wasn't there (maybe attempting to install updates?).

I ran "sfc /scannow" and got this:
Verification 100% complete.

Windows Resource Protection did not find any integrityviolations.

I then ran "Dism /Online /Cleanup-Image /RestoreHealth" and got this:
[==========================100.0%==========================]The restore operation completed successfully.

The operation completed successfully.

Then I ran SFCFix.exe and go this (no corruptions detected?):

I tried a registry cleaner and some other processes I found to no avail. But in case they made significant changes I reran everything. Sfc and Dism commands had the same output (no errors), and same with SFCFix.exe:

I got an updated copy of the CBS folder, and I posted it here. The original one was 14 MB, and this one is just 237 KB, so a big difference.
Here's the updated DRIVERS file. It was the same size though.
And I also saw the COMPONENTS file had been requested in some situations, so here's my COMPONENTS file.

I used system restore and now my video drivers are back to normal. But if I try to upgrade, I still get the same error (and then no drivers installed). So the situation remains. I restored again so that I can at least have video drivers for now... I went through all the steps again, and here's everything as it stands now:

SFCFix version 3.0.1.0 by niemiro.

Anyone going to be able to help? If nothing else, will reinstalling Windows on top of this corrupted installation fix it? Thanks,

Step 1 - Replace Drivers Hive Manually

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.




  1. Download DRIVERS.ZIP and save to your desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the DRIVERS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current DRIVERS file and select rename. Rename it to DRIVERS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Drivers folder on your desktop and paste it into C:\Windows\System32\config
  7. Afterwards, please retry updating the drivers.

Thank you soooo much for your help! This has fixed my issue, at least for the most part. I have been able to update drivers, and Windows updates appear to be getting done properly. One odd issue I'm having though is that an update keeps getting installed daily (and rebooting my computer in the process). Every time it happens, it says it was successfully installed. So I'm not sure what's going on. Here's what my update history says:
2019-01 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4480966)
Successfully installed on 1/21/2019

I have 5 instances of that in my Update history under "Quality Updates." Any ideas? Thanks,
