Win 10 will not complete a DISM and SFC run

I cannot run the following without getting errors.

DISM.exe /Online /Cleanup-image /Restorehealth

sfc /scannow


So I then got SFCfix and it will not successfully run either. Below is the error file from SFCfix and attached is the CBS zip. Any help is greatly appreciated.

Hi!

You are running an Insider build which is essentially beta software. Such issues are to be expected. If you want a working build, switch to build 1909 or 2004.

I thought the logs would tell you this so I did not mention it. Yes, I am running 19628. When 19631 came out it crashed my system and I have to do a restore. But I have always been able to run SFC and DISM before on previous builds.

As I had time this morning I wanted to do a back up and make a new recovery drive, but the latter will not complete. So here I am. I was going to try the latest 19365 but wanted to be prepared for any issues.
