Win 10 ver 1703 sfc cannot repair corrupt files

So I've been having trouble with my fairly budget PC's Windows lately. Windows 10 Home 1703 64 bit. I haven't allowed it to update to newer versions because the performance drop for my pc was awful whenever it updated to newer versions so I rolled it back.

It won't go to sleep or hibernate anymore(It just shuts off after a few minutes instead) and the Hosted network keep acting up or not working. I have tried SFC and it finds corrupted files but cannot fix them. I've tried DISM but it fails(An error occurred while attempting to start the servicing process for the image located at C:\) even when I point it to a fresh Install.WIM from a newly downloaded Win 10 Home 1703 64 bit mounted ISO. I tried SFCFix, but it encounters an unhandled exception and crashes. I tried an in-place upgrade from the ISO I mentioned but it always fails around 50%. I also unfortunately have no system restore points prior to when the pc started having issues. I don't want to completely wipe or reset my pc and lose all my files. I would need to buy an external drive to back them up and finances are tight under COVID-19 lockdown protocols right now.

Can anyone possible help me with this? I have attached the CBS and DISM logs. Any assistance/insight would be appreciated. Thank you for your time.

Hi!

This corruption indicates that the Windows Theme was patch or modified in some way. That should not be causing performance or operation issues.
