[SOLVED] Win 10 Update KB5030211 Error 0x800700c1 / SFC/DISM errors

Windows update KB5030211 fails to download with the error code 0x800700c1.
I am on Windows 10 22H2 x64 (10.0.19045.3324)

The things I've tried are
chkdsk which found no errors
sfc /scannow which returns "Windows Resource Protection could not start the repair service."
dism /online /cleanup-image /restorehealth which returns
Error: 193
%1 is not a valid Win32 application.

I also tried to do an upgrade repair with the Media Creation Tool which results in a failed installation upon reaching 100% before any restarts.

Any help is very appreciated.

Step 1. Download

SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.


Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

Everything is working now, DISM was able to be run and completed and the Windows update is no longer there showing an error. Thanks so much for the help.
