Win 10 Pro 1809 error 0xc000021a

Get error 0xc000021a when trying to upgrade from 1803 to 1809. Both media creation tool and win 10 upgrade tool fail. SFC/scannow completes without error. chkdsk /f /r error completes without error. Completed successfully program gsmartcontrol-1.1.1-win32.exe. Please help. Thanks.

SFCFix Script

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Download the attached file, SFCFixScript.txt, and save this to your Desktop. Ensure that this file is named SFCFixScript.txt - do not rename it.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFixScript.txt.
  5. Drag the file SFCFixScript.txt onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a log should be created on your Desktop: SFCFix.txt.
  8. Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.

Step#1 - DISM /RestoreHealth Scan

  1. Right-click on the Start button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
    Dism /Online /Cleanup-Image /RestoreHealth
  3. Once it finishes, copy and paste the following into the command-prompt window and press Enter. If prompted to overwrite the existing file go ahead.
    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  4. Once this has completed please go to your Desktop and you will find CBS.txt => Please zip/upload to this thread.
    Please Note:: if the file is too big (over 7MB) to upload to your next post, please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.
 
1. Download the Media Creation Tool and save this to your desktop. Go ahead and run this as well. Note: Click the Download tool now button when you get to this link.
2. Accept the License Agreement
3. Download the ISO file to your desktop.
4. Double-click on the ISO and then run the setup to try and upgrade your machine.

We want to get the ISO so that you don't have to keep downloading which can take hours.
 
As stated in my initial post, I have done this with the media creation tool and the windows update tool. Each time resulted in the same error. The last win 10 download was on 12/10.
i will do again but later.
 
I tried an in place install again after a new download using the media creation tool. Received the same error again upon the first reboot. Rebooted into another OS on another drive. Copied the two log files in the windows/panther path. Rebooted to continue the setup and the redo/uninstall was completed and booted back into my system. As I suspected the two log files were deleted upon the roll back. See the two attached files. However the zipped setupact log file is over 9 mb and cannot be uploaded.
