Win 10 - HD usage at 100% then system freezes

I have a Dell InsipronOne All in One pc. Recently I've noticed that the computer has been slowing down right after booting into windows and after looking around I found out how to check my system performance and saw that hard drive was running at 100%.

Within 15min it starts to lock up, first I'm still able move the mouse but nothing responds and then the whole system will freeze forcing me to reboot it. This has rendered it totally useless which is not good because I was using it on a daily basis at my business.

If I boot into safe mode using msconfig (i looked it up) this issue doesn't happen. I'm not sure what information you need but I will provide whatever is asked for. I looked around for a list of things to post with a help request but I didn't find a list and like I said I'm not sure where to begin. Thanks, Matt

I used msconfig to do a minimal boot, no start up, no services and the issue does not appear to be there. Is that the same as Clean Boot?
 
Okay, then do this:

Go back into msconfig and disable the first half of the services and check the box Hide Microsoft Services then test. After that repeat the process but disable only the second half od the services.
One of those will reproduce the issue, then go one by one until you have found the culprit :)
