Per posting instructions (I hope):

Computer behavior ... programs stop responding, Windows explorer displays blank folders (indicated empty .. but are not), and other neurotic behaviors. Slow booting, slow shutdown, slow program execution.

1. Right-click your Start button and select Command Prompt (Admin). Answer Yes to allow if the User Account Control dialog comes up.
2. You should now have a black window open that you can type in to.
3. Please type chkdsk and then press enter.
4. Chkdsk will start to run. Please allow it to finish. You will know it is running when you see text as follows.

Those files are Delta compressed which is why they look like they do. Please do the following.

Step#1 - DISM /RestoreHealth Scan
Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Right-click on the Start
    w8start.png
    button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
    Dism /Online /Cleanup-Image /RestoreHealth
  3. Once it finishes, copy and paste the following into the command-prompt window and press Enter.
    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
    Once this has completed please go to your Desktop and you will find CBS.txt => Please zip/upload CBS.txt to this thread

After reviewing your logs it doesn't look like you have any Windows Update/Servicing issues that are contributing to your problems. What I would suggest is that you post an inquiry in the Windows 8 forum and let them know that you already had Windows Update checked out and it looks fine.
