[SOLVED] [W7SP1 x64] restarts to 'start up repair' after updates.

Machine runs fine until I perform any of 3 OPTIONAL updates. They result in the mandatory restart doing a 'start up repair' routine and comes up with an installation that comes from System Restore.

Two of three updates are specifically hardware drivers. If I update the two that are listed ... even one at a time, the reboot results in the repair routine AND a previous restore point. Same thing happens if I update those drivers from Device Manager.

The third problem update is not a hardware driver. It is KB40338803 ... 2017-09 PREVIEW OF MONTHLY QUALITY ROLLUP FOR WINDOWS 7 FOR X64-BASED SYSTEMS. Here are all three:

All three have the same bad results.

SFC ... no problems. Here is result of SFCFIX (no problems):

I tried uninstalling some programs ... OPENVPN, and SRWARE IRON. They were acting 'goofy'. Went to WU and tried:

which hung at 99% download .. so I cancelled it. Tried it again, and it installed with a PROPER restart!!

I want to do a BACKUP ... and then try the two drivers. Back in a few.

Thought I had it licked. EVERYTHING installed with a healthy restart except the two hardware drivers. Which one, can't be sure ... one or both. I'm stumped. Been working on it all day. Any help ... greatly appreciated.
 
Decided I was not going to get an answer. Have restored computer to OUT OF BOX state ... out of desperation.
