[W7SP1 x64] issue with SQM [HRESULT = 0x80004005 - E_FAIL]

I went succesfully through all the procedure: SFC scan, SURF/DISM scan and SFCFix and no issues identified.
My Windows Update never managed to run any updates automatically - I think it is due to my AMD 2 core X64 HW and 64 bit Windows.
With CBS file I get following issue:
