[SOLVED] W7SP1: WU caught in reboot loop, fixit gives error 0x80070057(2015-10-20-T-01_23_28A)

I have a Windows 7 SP1 x64 PC that is giving the following error...rebooting does not solve the problem.

I have tried every manner of repair I could find, from running the Win 7 built-in troubleshooter, running this Troubleshooter https://support.microsoft.com/en-us/kb/971058 (also attempting to follow the steps listed there manually), updating to the latest WU Agent https://support.microsoft.com/en-us/kb/949104, to even running the Win 7 System Update Readiness Tool Download System Update Readiness Tool for Windows 7 (KB947821) [October 2014] from Official Microsoft Download Center but I keep getting the reboot prompt and if I dig deeper, the error 0x80070057(2015-10-20-T-01_23_28A).

Finally, sfc /scannow comes up clean each time I run it. Thank you.

Please zip up and attach C:\Windows\Logs\CBS\CBS.log and C:\Windows\Logs\CBS\CheckSUR.log
If the resulting zip is larger than 8MB you will have to upload it to a file sharing service such as OneDrive, DropBox, SendSpace, etc. and include the link with your reply.
 
Let's try resetting Windows Update components.

Run Windows Repairs
  1. Download Windows Repair (All-in-One) Portable to your desktop.
  2. Once the file is downloaded, right-click on the file on your desktop and choose Extract All...

  3. Keep the defaults and click the Extract button.
  4. A folder named tweaking.com_windows_repair_aio will be extracted to the desktop. Once the extraction is complete the folder will open.
  5. Inside this folder, there is a folder named Tweaking.com - Windows Repair. Open this folder as well.

  6. Double-click on Repair_Windows.exe to open. Note: Please make sure all of your programs are closed and anything you were working on is saved as we will be rebooting.
  7. When the program opens, click the Reboot to Safe Mode button at the bottom of the screen. Answer Yes to allow.
  8. Once rebooted into Safe Mode, open the program again. When the program opens, click the Repairs tab and click the Open Repairs button.
  9. A backup of your registry will be made. After a few moments you will have many options from which you can choose.
  10. Please click the Unselect All button and then click to enable only the following ones:

    10 - Remove Policies Set By Infection
    17 - Repair Windows Updates
  11. Ensure the Restart check box is selected and click the Start Repairs button in the lower right of the screen. This may take some time to run so be patient.

  12. Once the fixes are complete you will be prompted to restart your machine. Answer Yes.

After the restart, run Windows Update and click 'check for updates'. This will take much longer than usual, please be patient.
Once the check for updates is complete, select any one update and attempt to install it.

Let me know the results.
 
Thank you for all your hard work! I apologise, I literally was just about to post that I was marking this as solved but you beat me to the punch.

Ultimately, we wanted to upgrade the PC in question from Win 7 right to Win 10 but hesitated knowing that WU was causing problems and didn't want to run into issues during the upgrade. That said, just this morning we decided to go for it and let the Win 10 upgrade run...and it ran without any problems. WU (and everything else) seems fine, thanks again for your offer to help.

I'm curious, even though I won't be able to run those diagnostics I wonder if your gut has an idea about what might have been causing the original problem? Thanks!!

I hadn't seen enough to have a hunch what the problem was yet, but the Windows 10 upgrade is a definite solution :lol:
The logs looked OK. If the reset didn't fix it I would have started looking at the components hive for 'pending' update problems.
