[W10v1703b15063 x64] SFC not working. DISM error 193.

Help! Windows 10 is acting very strange. I've seen a lot of computer issues, but this is a new one to me. When I hit the start button, it appears visually that the menu does not open - however, upon pressing ctrl-alt-del and closing the gray splash screen, the menu is open and indeed is open the entire time. Even when visually the menu does not appear to be open, I can for example type "device" and press enter to open Device Manager. Additionally, when this problem triggers, certain windows will not update visually at all. The mouse cursor still moves, but if I try to open a new window for instance, it appears not to open until I ctrl-alt-del. Alt-tabs appears to do nothing until I do a ctrl-alt-del cycle as well. Note that right-clicking does not trigger this issue, but if the issue has been triggered, right-clicks do not appear visually until I ctrl-alt-del. This appears to be a system file corruption problem, as neither SFC nor DISM work, but 3 days of trying to fix this (including a repair install) have not been successful. When I run SFC /scannow, I get this error:

Additionally, when I run DISM, I get the following:

An error occurred while attempting to start the servicing process for the image located at C:\.

The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log




I uploaded copies of both CBS.log and DISM.log as .txt files:
CBS: Dropbox - CBS.txt
DISM: Dropbox - dism.txt

At this point I'm pretty desperate, and I sincerely appreciate any responses in advance.

I should also mention that I ran SFCFix. I eventually make it to this point:

Hello and welcome to Sysnative!

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Attempt to run DISM just like you have in the past.
3. Stop Process Monitor as soon as DISM fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log.

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload toa file sharing service and just provide the link here.
