Hi,
I have been having an issue for far too long. I would get both audio and video stutters (concurrently) in any application, be it YouTube browsing, Gaming, and even the basic Windows sounds. However, it's become unbearable, as now mainly the sound drops completely, and I can only get it back by restarting the Windows Audio Endpoint service, or drastic measures, by restarting my system.
Have tried literally hundreds of "fixes", which none have helped the issue.
Latencymon, claims dxgkrnl.sys, and nvlddmkm.sys, as the main culprits, though sometimes I have seen it randomly accompanied by one of these: ataport.sys, ntoskrnl.exe, USBPORT.SYS, CLASSPNP.SYS, Wdf01000.sys.
I feel I need to add that someone will undoubtedly say that my system, or parts therein, are "too old" and while it is aged, it still ran Windows 10 Creators with zero issues, up until (I suspect) a certain windows update, and I'm thinking it was around Nov-Dec. of 2016.
I suspect if this cannot be addressed, I may have to try downgrading to Anniversary, and opting out of Insider.

F. Version 1703, Build 15063.540
G. Originally had Windows 7 Pro.
H. O.S. was purchased and installed by myself.
I. Age varies, however, parts were mainly purchased in mid 2010.
J. Windows 10 install was a little late to the party, a few months after initial Windows Insider access.
K. Has essentially been clean installed with 10, twice.
L. Intel Core I7 930 @ 2.80GHz.
M. 2 Patriot Viper 6 ghz kits, using all 6 slots.
N. Issue occured with SLI install of 2 Zotac GTX760's, and still occurs with both individually installed.
O. Asus P6T.
P. 1000 watt Silverstone PSU.
Q. Standard windows security features, w/ random online scans, also various antimalware progs.
R. No proxies etc.
S. No disk image tools.
T. Using default CPU/Ram speeds.
