Visual Studio Express 2015 Windows Desktop

I installed Visual Studio Express 2015 Windows Desktop, but there seems to be an issue with permissions. I can run the WDExpress application as an administrator, but if I try to start it as a normal user, I receive the following message:

Cannot find one or more components. Please reinstall the application.

Any idea why the software does not install for all users to be able to use it?

Why not use the Community edition?
