Vista 32 internet connection problems with my laptop

When I try to the connect to the internet I cannot connect. It brings up a window which says DPS is not started and when I start it manually or reset to automatic it says Error 5 Access denied. I am signed on as an administrator.

A recent windows update may have caused this glitch. it was running without any problems before this.
My laptop does see the internet signal but cannot connect. I have spend so many hours looking and researching and ready give up.

I tried to connect directly to the modem but still cannot connect.

Please help.

When I click he internet access button on bottom right hand corner. I get a message that the dependency service or group failed to start. Error 5: Access is denied.

Are you connecting via wifi or Ethernet?
