I get random stutters while gaming or watching videos, and CPU spikes to 100%. anyone know what this can be??

RTX 2080 Super
Ryzen 5 3600
MSI B450 Pro VDH max motherboard
16Gb Memory
Corsair 650 W 80+ Bronze
