Using sfcfix to repair a another windows 10 partition

Hey guys new here, can you help me repair an attached Windows 10 partition?, its running 1803, 64bit, sata hd, its failing to boot into windows so i attached it to another system running 1903.so far i am getting dism error 1009 , the configuration database is corrupt.

2. How can i run sfcfix.exe on another partition

Ok got that next question can i boot to command prompt and run sfcfix?, that is can sfcfix.exe run from the command line..
