I have two desktop computers that are 10 years apart, but they share the same image. Both computers have Gigabyte motherboards 240 GB SSD drives, 16GB RAM and nVidia GPU's. The older computer has been upgraded keeping files since 1503 consistently every 6 months with no issues. I make an image file after each upgrade. I got a new desktop and I overwrote the Windows 10 Home version with the Image file of 1903 from the old computer. Both computers work flawlessly. There are no 3rd party AV apps, just Windows Security. I upgraded each computers nVidia driver to the latest one for that card. All drivers are current, and there are no yellow flags in Device Manager, no Driver updates available. I then Upgraded both computers Keeping files using the same Image file from Microsoft to 1909. Works flawlessly on both computers.
I tried to upgrade to Windows 10 2004. on both computers using the same Image file from Microsoft. Both start to go thru and at the last stage it BSOD's Thread-Exception_Not_Handled. On second boot.
Things I have tried
Mounted Image and tried to install, Ran Upgrade from Windows Update
DISM onlihe/cleanup-Image restorehealth
sfc /scannow
Run Clean Boot
Updated to latest nVidia driver.
Uninstalled Oracle Virtual Box
Uninstalled DisplayFusion
Uninstall Video Adapter with DDR, run upgrade, same issue
Over 1GB Free space
No Encryption on drive
Run Install in Safe Mode
MBR setting for older computer, UEFI setting for newer computer.
All other Windows Updates are complete

Any ideas?
