[SOLVED] Updates, Notepad, and DISM not working.

I have windows 10 21H1 installed. I noticed that paint and notepad were not working. Notepad didn't launch at all, and paint said something like "unable to create file." I tried uninstalling and installing in the optional features, but it failed to reinstall. In addition, in windows is not updating, and, it always says "Download error "0x80070002". I did the sfc scan and it said it fixed corrupted files, but nothing changed. DISM /Online /Cleanup-Image /Restorehealth failed at around 70% and says source files were not found" It does the same thing when I set a wim file as the source.

I downloaded the windows 10 iso installed it (to the same version 21H1) to do a repair install, and it too gave an error and failed. It said "0x8007001f – 0x20006, The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation. The windows recovery environment (I'm not sure if this is what it is called) does not boot, and just shows a blue screen with an error message without even displaying the windows spash screen. Also, my restore points got deleted when I tried a tutorial on fixing DISM. The Tweaking windows repair app and chkdsk also failed to solve my problem.




How would I fix all this? I do not want to reinstall windows as I will have to reconfigure and install all of my apps and settings.

When I ran SFCFIX, it did not do anything after it ran DISM and it failed with error 0x800f081f. I pressed enter a few times, and it showed me the summary and made the log file.

It also said

which implies that I have corruption.

I just tried DISM with an iso file of the same windows versions as a source, and that gives the same error. Also, I tried to make and restore from a restore point, and it failed.
 
I Ran SFCFIx again, and it found corruptions, but couldn't fix them.

I FIXED IT!!!!!!!!!!!!!

Near the end, it said if DISM and SFC do not work, then you can find all the corrupted files in the CBS log and manually replace them.
This is essentially what I did.

I installed windows to a .vhd, then booted from it to ensure that it had all the same drivers when it updated (I'm not sure if this was actually needed). After it finished updating, the build number was newer than the broken windows, so I uninstalled some updates, and the build number was older. I then downloaded an update from the Microsoft update catalog to make them the same build number. I then took ownership of the folders that had the new and corrupted files. They were /Windows/WinSxS and /Windows/Servicing/Packages. I looked in the CBS log and it said around 200 corrupted files found that it couldn't replace... There was no way I would manually copy everything like the guy in the video. Fortunately, I was able to make a python script that copied everything for me. I rebooted and ran SFC again, and it found 50 more corrupted files. Luckily, when I ran DISM it worked, and fixed the rest of the corruptions for me! Make sure that the internet is on as it downloads the corrupted files it is replacing. After that SFC found even more corrupted files (that it fixed). After running SFC and DISM a few more times, all the corruptions were fixed!
 
Also, is there a way that I can only backup the windows files because problems that seem to require windows reinstallation have happened before. All my other files are backed up using file history.
