[SOLVED] Updates not installing. Getting error 0x800700c1. Cannot even reinstall windows

Hi,

I have Windows 11 pro 22H2 and for about a month now I've noticed that windows cannot install updates anymore.
I tried to run the dism /online /cleanup-image /restorehealth
But keep getting the followind error.

The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log

I also tried to run sfc /scannow
and it says
Windows Resource Protection could not start the repair service.

SFCFix.exe says it cannot find any problems.

Then I tried to run in safe mode and that didn't help.
I tried running startup repair and that didn't find any problems.

As a last resort I tried even to reinstall windows but it won't even let me do that.
The windows install usb just gives an error 0xc000000e

Computer seems to work just fine otherwise. Run malwarebytes and it didn't find any viruses.

Don't know what to do when I can't even reinstall windows using a usb stick.

Step 1. Download

SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.


Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

Great, please attempt to update and let me know the result. If it fails attach a new copy of the CBS logs.
 
Some small updates were able to install straight away after the SFCFix but the big 23H2 update didn't want to download at first.
It gave a bunch of errors after doing some instructions from the internet on how to reset the Software Distribution folder and catroot2.
I stayed up quite late last night trying to get the 23H2 update to install but then after doing everything 3 times and no luck I finally gave up and went to sleep.
Then in the morning I ran the check for updates in Windows Update and it started working and it was able to install the 23H2 update as well.

You saved me a lot of trouble. I don't know how much of my computer I would have had to disassemble to get the windows reinstall to work from the usb...
