It appears that when we run a manual update and reboot, it installs fine. But we have a bunch that need to be run. I'm thinking there might be one (or more?) updates that are causing this problem and if we can narrow down which one. . . I went through the various logs and nothing is jumping out at me. I ran sfcfix and that was clean, SUR was clean. Updates were installed the evening of 2/15. Didn't get a reboot in until last night around 10:30pm. I have uploaded our CBS directory as well as the windowsupdate.log file in the below link. The CBS log is huge unfortunately. Hopefully someone can open it if needed. Let me know if there's anything else I can provide for troubleshooting purposes. THANKS! https://dl.dropboxusercontent.com/u/17520956/Sysnative/Logs 20160217.zip

Try stopping and disabling the Power Panel service (temporarily), then try the updates again and see if that makes any difference.
