I have always been able to double click on an image file in my pc and open it up with d'peg. Although recently I have this problem where I now double click on these files and I get the open file security warning. The dialog box has a box that I always have to untick, it states "Always ask before opening this file" before I click open. How do I stop from having to this every time?

You mean jpeg?
Are you opening these files within the internet browser, within windows with an App like paint or a 3rd party app?
Unknown publisher could mean the jpeg's EXIF data has been stripped for privacy of the picture taker.
Can you post a screenshot of what you see?
Try Control Panel (small icons) >security and maintenance >Security and click on windows smart screen change settings. Turn it off.

Scan one of those files with your antivirus and verify if you can open it without getting that prompt/message.

Not really. I still get the same message and changing the notification level doesn't do anything.
The message should disappear after your antivirus has scanned your (downloaded?) pictures/images.
You could try to scan also the folder of your program (that opens those files).

I have scanned the folder using Malwarebytes free and did Microsoft offline scan. Still nothing. BTW my Malwarebytes reverted to free version from premium, I think this happened after I noticed the unknown publisher situation. Malwarebytes account hacked?
