Unable to upgrade Windows 10 1909

Hello,

I am struggling with one Windows 10 1909. It is unable to update to 22H2.
First the error was 0x8007007e. I saw in DISM.LOG that drvstore.dll was unable to load. I fixed this issue by manually installing latest servicing stack for this build of Windows.
But now it is still unable to update.
First sfc /scannow was not running with error: "Windows Resource Protection could not start the repair service".
Now it is working, but is unable to complete.
