unable to update windows 8

I am assuming my issue are all related.
The first issue started with the Windows 8.1 update from the Microsoft store, when I attempted to update i get an error 80070004.
I tried what Microsoft suggested in this thread.

I tried using sfc /scannow but still was unable to apply Windows 8.1.
Now I am having issue applying other updates.
When I attempt to update I get an error 800703f1.

I made several attempts with Dism /Online /Cleanup-Image /RestoreHealth but it looks like it is unable to download the files to fix the issue.
I did another sfc /scannow and it isn't finding a problem.
