Hello, I've been having trouble with windows update that have led me to this forum. Updates regularly fail to install, currently returning the error code 0x800703f1. Windows has attempted feature updates in the past, only to undo changes and restore the PC to before the update attempt. This has left me stuck on version 1803.

SFC does not run ("Windows Resource Protection could not perform the requested operation") and DISM returns "error 1009 - The configuration registry database is corrupt."

I have tried performing an upgrade using USB installation media, for both versions 21H2 and 1802. Unfortunately both fail as described in my first paragraph:
- My 21H2 attempt gave the error "0x80070003 - 0x2000D The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation"
- My 1803 attempt gave "0x8007001F - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation"

I have also run DISM using the USB as a source, which results in the same error as above.

I have attached the SFCFix log file, which seems to indicate that the components hive is corrupt, so I have also attached the COMPONENTS file from C:\Windows\System32\config

CBS folder is attached.

Sorry if any info isn't relevant

Thank you for any help!

Hi @J0LT,

I apologise for the long delay, do you still require assistance in this thread?

Could you please replace the COMPONENTS hive found under C:\Windows\system32\config with the version attached below. Afterwards, please run the DISM command as you did in the posting instructions.

Sorry about that, could you please try the same steps as before but using the following attachment?

No worries, and of course. More success this time, the DISM command completed successfully.

Is there anything else I should do before trying windows update?

Okay great, I'll give it a go and report back. Thank you very much for your help!

The issue is fixed and Windows Update works properly now. Thank you for the help!
