Unable to remove remains of IE 11 and reinstall

Hi all,
Would you please help with my problem:
- First issue is IE 11 keep failing to update
- I searched the Internet that the solution is to remove it first, but:
- There is no Internet Explorer in add remove features (Windows 2008 R2 SP1 64bit)
- There is no Internet Explorer 11 in installed updates
- I searched the solution is to remove using FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*11.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart"
- After rebooting, I cannot open IE, and there is error "there was a problem starting c:\windows\system32\inetcpl.cpl. The specified module could not be found".
- I checked c:\program files\Internet Explorer\ folder, and iexplore.exe with file version 11.0.9600.xx is still there, along with ieinstall.exe, ielowutil.exe, and many dlls.
- I checked C:\Windows\System32\ folder, and mshtml.dll version is still 11.0.9600.xx.
- I checked "dism /online /get-featureinfo /featurename:Internet-Explorer-Optional-amd64" it shows "Display Name : Internet Explorer 8"
- I searched any IE 11 related mum and uninstall, but only managed to change the minor version. The ieexplore.exe file version is now 11.0.9600.18792. Date modified is 16th August 2017
- I tried extracting latest IE 11 update and install with DISM but failed
- I tried installing the base IE 11, but error "Setup can't continue because a more recent version of Internet Explorer is installed on your computer".
Please help mee :(

Beginning verification phase of system scan.
Verification 100% complete.
Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log.

I also attach SFCFix result.

Hi, I've installed it. From event viewer:
Windows update "Hotfix for Windows (KB947821)" was successfully installed. (Command line: ""C:\Windows\system32\wusa.exe" "C:\Source\Windows6.1-KB947821-v34-x64.msu" ")

Hi, sorry I still can't start IE with inetcpl.cpl error as attached..
