[SOLVED] Unable to patch/upgrade Windows 10 (1909)

I'm going through some systems that are not patching or upgrading so I'll probably have a few of these over the next few days.

This first system is running 1909 (18363.1734) and is not patching or upgrading. Things seem pretty broke so far as seen below. This isn't really providing any thing other than what you see in the CBS logs.

sfc /scannow fails with:
Windows Resource Protection could not start the repair service.

Dism /Online /Cleanup-Image /RestoreHealth fails with:
Error: 87

An error occurred while processing the command.

Ensure that the command-line arguments are valid. For more information, review the log file.

SFCFix failed to run with an error.

Download the

Microsoft .NET Framework Repair tool and save it to your Desktop.
  • Right-click on NetFxRepairTool.exe and select Run as Administrator.
  • Agree with the license terms "I have read and accept the license terms" and click Next.
  • After checking, the tool will indicate which problems need to be fixed.
  • Click on Next to continue, when this process is finished click Next.
  • The tool will now collect the log files, When completed the following file is created: FixDotNet****.cab.
  • Click on Finish to close the tool.
  • Right-click on the file FixDotNet****.cab and choose Send to > Compressed (zipped) folder.
  • Attach the file ZIP file in your next reply.
 
I don't see a .cab file unless I'm just not sure where it went. Here are the other files it created though.

The cab file is on the desktop according to the log file.

Open a elevated command prompt and run the following command and let me know the result.

Ok here...

A lot of successfully processed files and failed processing files.

Please run the .NET Framework Repair Tool again and post the result of it.

  • When you see Command Prompt on the list, right-click on it and select Run as administrator.
  • Copy and paste the following command into it, then press enter.
    Code:
    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  • This command will create cbs.txt on your Desktop. Zip this file and attach the zipped cbs.txt to your next post.

I'm apparently bad at following directions. Geez, sorry about that lol.

I'll have him try to upgrade again tonight unless you think we need to do something else.

I need to figure out how to do this without having to post here.
