Unable to install updates - 2 manifest missing?

Error message from Windows Update: 0x800f0831
Can't install any update nor 1909 version

Please upgrade your system to the latest version:

1. Download the Media Creation Tool and save this to your desktop. Go ahead and run this as well. Note: Click the Download tool now button when you get to this link.
2. Accept the License Agreement
3. Download the ISO file to your desktop.
4. Double-click on the ISO and then run the setup to try and upgrade your machine.

We want to get the ISO so that you don't have to keep downloading which can take hours.

I followed your instructions and the problem is SOLVED. Could install 1909 and now windows update works fine.
Thank you very much!!! I had lost a lot of time trying to fix this.
