Unable to install .NET 4 and Up

Was tried to do a Quickbooks Upgrade from 2018 and 2019, which requires .NET 4.7

When I run the .NET 4.7 installer I get this error:

.NET Framework 4.7.1 has not been installed because:
Then Windows Installer Service could not be access. This
can occur if the Windows Installer is not correctly installed.

I have run the NETFX Report Tool (didn't help)

Even last resort ran the Clean Up Tool (which says it's gone but still can't install)

Ran SFC /scan now and all good no issues

Only error I can see is DCOM:

I went to Reg Entries and gave ownership and full control to Administrators Group
Then went to Component Services and gave FC as well
Rebooted and errors still continue

I have spent hours and not getting anywhere and any help would be great

Attempt to install .NET again and when it fails/gives the error, do the following:

Using the .NET Collect Utility




  1. Download collect.exe and save to your desktop.
  2. Go ahead and run the tool
  3. The utility creates a compressed cabinet of all the needed logs to %TEMP%\vslogs.cab.
  4. Please zip/attach to this post or if too large, send using a service such as SendSpace.
 
I believe 3.5 (Feature in Windows)

But I did run the Clean Up Tool that remove them all

But I did uncheck, rebooted and check again 3.5 Feature

I need at least 4, 4.7.2 would be better
 
Failing to run Windows6.1-KB947821-v34-x64

If I run the Windows Update Diag showing this:

Windows Update error 0x80070003 (2018-09-21-T-01_11_51P)
 
This is not a good sign!

GSmartControl
Follow the instructions below to test your hard drive health with GSmartControl:



  • Download GSmartControl and save it on your Desktop;
  • Execute gsmartcontrol.exe; Let the install complete and launch the programme.
  • Identify your drive in the list, and double-click on it to bring up it's window (usually you'll find your drive by it's size or it's brand name);
  • Go in the Perform Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
  • Once the test is over, the results will be displayed at the bottom of the window. Please copy and paste these results in your next reply;
  • Also, go in the Attributes tab and if you have any entries highlighted in red or pink, take a screenshot of the GSmartControl window and attach it in your next reply;
