Unable to install IE9 on Vista SP2

I am unable to install IE9 either through updates or with the stand alone installer. The windows update gives an error 80243004, stand alone installer gets an error stating "Neutral MSU installation failed (exit code = 0x00000490 (1168))". Ran Chkdsk, it didn't find any corruption. Ran SFC /scannow and it came up with un-repairable files. Ran SFCFix.exe Checked system for viruses using Malwarebytes. System looks clean. IE8 is working I can open it and navigate without error. Attached CSB file and SFCFix log. Any help would be appreciated, thanks.
