Unable to apply KB5022286 - After install and a reboot, I receive Undoing changes

I am unable to install the latests Windows 10 cumulative update, KB5022286. I installed the updated and rebooted the system. Once the system restarts, a message indicates "Undoing changes" and the update is removed.
Standalone System: Windows 10 LTSC 1809 x64 10.0.17763
Any help resolving this issue is greatly appreciated. I have attached CBS Log, DISM Log, and ComponentScanner.
