No I don't think it is. Great question.
I did a SFC last night and it fixed corrupted files and I did a DISM and it came back clean.

The hardware troubleshooter was an available tool on older windows versions/ builds.
This troubleshooter is no longer available in the troubleshooter menu.
Why is there no "troubleshoot hardware & devices" in 1809 update?
To run the tool please perform the following step:
1) open administrative command prompt
2) copy and paste: msdt.exe -id DeviceDiagnostic
I ran the Command and the Hardware Diagnostic found and fixed a couple of issues.

Hit start, type device inst and hit enter. When the dialogue pops up, check no and hit Save Changes.
