Toolbar keeps popping up

Dear Sysnative,
The toolbar kept on popping up when cursor near bottom of screen.
To make it disappear I kept on clicking the 'search' magnifying glass.
It got so annoying that I Googled it, which led me here.

DISM Restorhealth always sticks at 62.3% as well.
