tiworker.exe always startup and dism.exe unable to download source files

Hi,
First i apologize for any english mistake since i'm not fully flent in english.
Something bother me as since i swap to Win 8.1 and even more recently ending up with bad performance in game.
Since 3 more day especially have worst performance, don't know why.
So i start looking into my computer, software-wise, to check if something went wrong.
I have to say before that i tweaked my windows, especially since 8.1 upgrade, to disable some useless services (using services.msc)and the windows App (store and like) that kept bothering me cause they always run on the background (using group policies management).
I noticed that my Avast automatically shutdown (cannot perform scan then) after a while.
So i ending up uninstalling avast and reinstall it now it is ok for avast, but that made me suspect a virus or malware. Not 100% sure it is/was that.
But I did search for online scanning, ending up using eset online scan (took me 10 hours) he found 6 file that i know of, so i think low threat, but either i removed them to be sure.
After that i rescan with the new installed working avast, he found 0 threat. Used malawarebyte, found 1 file that again i knew of so dont think it was the issue, but delete it either.

From now either i have a nasty hard to remove virus or so or the issue is else where in my Windows configuration.

So i back up to something that i noticed months ago but put it aside by the time is that at each startup tiworker seems run and seems to fails do to something since it goes again and again he time i start my PC. I even falling into habit of manually kill the process each startup ....

So now i go back to this and seek out on web that it may be relate to an windows update failure, and i have to run DISM.exe /Online /Cleanup-Image /Restorehealth

So i tried that and ending up with the "famous"
Error: 0x800f0906

The source files could not be downloaded.

So i found several thread on this issue read them all. Tried all kind of solution I encountered :
delete the Windows/Software-Distribution/Download files : no change.
http://www.thewindowsclub.com/repair-corrupt-windows-image-error-0x800f0906 : no change.
trying this

Go in Group policies to "specify setting for optional component installation and component repair" and check "contact Windows Upade directly ..." : no change.

So the sfc/scanow found no corrupt file in output message.

So I looked for this KB identifier : KB2931358 and that ending up to be a securiy update for .Net Framework 3.5.
So i try to remove it to reinstall it but this KBKB2931358 cannot be unisntalled (tried both with remove programs and feature and command line interpreter with wusa.exe tool). So I did try to remove .Net Framework 3.5 using remove Programs and feature : .Net Framework 3.5 was unchecked so i assume it "remove" it, but the KBKB2931358 was still here, and same issue again with

. Tried again after reinstall (or re enable i dont know what is approriate) .Net framework 3.5 via remove Programs and Features. Again the Error: 0x800f0906 ...

So right now I was looking on .Net Framework Cleanup tools, ending me trying before .Net Framework Repair tools : again stuck on Error: 0x800f0906 after DISM.exe ...

I tried your SFCFix.exe, he found nothing even ending up with the same Error: 0x800f0906.

So before i try remove all .Net feature (and i dont know if it wise) I prefer asking you here before is that this Error: 0x800f0906 issue matter after all (if so how to resolve it), or my PC performance issue is from something else ?

Can you please to folder C:\Windows\WinSxS\Maanifests, you should have the two files inside this folder:

msil_system.runtime.remoting.resources_b77a5c561934e089_6.3.9600.20545_fr-fr_a8607bcf789b10a3.manifest

Please copy both these files to your desktop -> add them into a zip file -> attach to your next post.
