tcpip.sys causing random latency spikes

Since i installed windows 10 i have experienced random latency spikes. I tracked it down to be high network usage. My first solution was to reduce network usage until working drivers appeared but it has been far too long.
I want to fix it permanently.

Things i have done:
BIOS update
sfc/scannow
driver updates
different network adapter

I hope somebody can enlighten me on what could cause this.
 
Are your wifi + Ethernet drivers updated? tcpip.sys is a Microsoft Windows networking related driver

BIOS?

If using an Internet Security Suite w/3rd party (non-Windows) firewall, see if removing it helps.

Be sure to use the appropriate removal tool, if applicable - Antivirus Uninstallers - Carrona.org
 
WiFi and Ethernet drivers are updated to latest versions and i have my WiFi turned off. Motherboard is GA-Z87X-D3H and i have BIOS version F9 installed.
My network adapter is Intel Ethernet Connection I217-V and i have tried all windows 10 drivers for it.

I don't have 3rd party firewall and only have AVG Free antivirus installed.

LatencyMon did later report that ndis.sys had very high latency when another spike happened. It mostly has showed tcpip.sys.

I'm now testing windows 7 drivers that are version 19.5
 
19.5 didn't change anything still random latency spikes. I'm testing 19.1 drivers now but i don't think it's something to do with drivers.

If anyone could help me to determine what could cause my latency problems i would be so happy.

I have tried 19.1 drivers for a couple days now i still get random spikes. I'll try 18.5 drivers, but honestly don't think it'll work. My spikes are more random and have dpc well over 16 000.
