What antivirus are you using?
And firewall?
And antispyware?
And antimalware?
Did you modify any windows services, manually or automatically (using special third party applications)?
Does msconfig show normal startup?
Did you already tried the dism commands from an elevated command prompt?

I have modiied windows services several times manually. Also using some apps, such as tweaking.com AIO
msconig shows selective (custom ?) startup. I have checked normal startup recently, no visile change
I have used the dism commands a few days ago, did not solve sys protect problem. I can try again.
I use my system under an account of the admin group.

Please advise.
 
Yup, try to leave "normal startup" until the problem is fixed (if possible).
Then, re-try the dism command to "restore health".
Next try, if dism won't work, is to try tweaking.com - windows repair options 4, 26, 27 (in windows safe mode).

I have this event for several VSS Writers. I do not understand why they attempt to register in safe mode, as I boot in normal mode.
After using Tweaking.com AIO in safe mode I told the OS to reboot normal, safe mode did not appear on the screen, but some drivers (WLan, Sound, RAM Disk ..) were not loaded. I modified a reg value in HKLM\SYSTEM\CurrentControlSet\Control\SafeBoot\Option and an environment variable to get everything up.
I wonder if there can be anything else which may lead VSS to think it's in safe mode.
