This is a new installation of a server 2016 system (being installed to migrate a server 2008 R2 domain controller to the New 2016 Server.
The AD and DNS installed without a problem. AD Is replicating and DNS is working as expected.. Windows updates were ran as some point. Everything was looking good. FSMO roles are still provided by the old server.
But now trying to install DHCP server roll getting an error " The referenced assembly could not be found. Error 0x80073701.
Also Failing the 2018-10 Cumulative Update for Windows Server 2016 for x64-based Systems (KB4462928) - Same error
DSIM passes SFC says there are errors and assembly is missing .. Says it repaired them but doesn't fix anything.
I uninstalled the unneeded language packs thinking that was the problem.
Here is the CBS log which includes the last DHCP role install attempt.

No Joy! Error persists.
I did not modify any of the registry items manually. Here is the CBS log which includes the last DHCP role install attempt.
