Stuttering on games

I'm having the exact same issue described in this topic: Stuttering on games, 0.5ms freezes... on 2 different systems?

I'm 100% sure its the power/outlets in my house causing my game stutters.

Switched PC's, even Internet providers! Happens on all tests.

How can I go about fixing this? I've tested multiple outlets in my house and the same problem occurs. It has to be something to due with electricity in my house or something.

If anyone can help please let me know! I would appreciate it alot!

How did you test your outlets? Did you use an AC Outlet Tester to ensure the wall outlet is properly wired and grounded to Earth ground?

If you let your UPS fully charge, then run your computer off the UPS batteries and your system still stutters, then the problem is not your house wiring.

Tell us about your computer.
 
I'll test it out. I got a really good UPS that shows the voltage and stuff on screen, it shows 120 stable. but I don't know how to tell if my outlet is properly grounded. I'll start doing some research on that.

My computer is 1 yr old.
8700k
32gb Ram 3600 mhz (replaced this, old/new still stutter)
NVme ADATA S11 SSD, Kingston 500gb ssd (replaced & installed windows on both , still stutter)
EVGA 750w modular gold psu, 1 yr old
EVGA 2070 Super XC Ultra GPU (replaced with old gpu and still stutter)
MSI Z370 gaming plus (bios updated, xmp off/on etc, lowered cpu freq, dram etc, still stutter)
Tested brand new monitors/tv's, still stutter.
Different mice/keyboard tested etc, still stutter.

The thing is, It stutters on PS4 as well in the exact same way, so it makes me believe its not my PC.

I went to BestBuy and purchased a $1500 PC that I bought to test, and return. Exact same stuttering occurred on the brand new PC.

I thought it was my internet provider, (Fibre, 600 up/down) ran all tests, nothing wrong. Called them, they ran tests , couldn't find anything. So I even switched back to my old internet provider, plugged it in, and exact same stutter. So it can't be my actual internet providers fault since it happened on 2 different networks.

Replaced all cables , etc. Tried different ports in my house. No luck.

It randomly worked for 2 days a week ago. I didn't touch anything. I was super happy. PS4/PC was running smoothly, no stutters, then it started happening again..


I'm going to try what you told me and gonna test it out. Thank you for replying. I appreciate it a lot. This has been taking a major toll on me not knowing why it's happening.
 
Didn't help.

No idea what is going on.


Both PC's doing it, 1 brand new, my PS4. 2 Internet Providers, plugged in everything into the UPS running on battery so it can't be my outlets..
