I have for the past 7 months been dealing with stutter and sometimes usage issues with my custom build since Day 1, scrolling web pages stutters sometimes, flash player stutters, html5 player ala Youtube videos do not stutter. Vast majority of 60 or so steam games have some degree of stutter some all the time others very infrequent and a few games that seem to run OK. All source engine games refuse to utilize more than about 30% of CPU regardless of the scene thus FPS that hits the 300fps cap when looking skyward but plummeting to 50s or 60s when playing due to the CPU not loading more than 30% (no single core is bottlenecking usage is low across all cores, regardless of launch parameters such as -threads)

Have replaced all components through either RMA (GPU and MOBO) or testing different (2 other RAM kits, the EVO 850 as boot drive, the MX100 as boot drive, a seasonic G series PSU, and a MSI Gaming 5 Z97 mobo) except for the CPU
DPC latency does not APPEAR to be the cause however I believe that Latencymon is simply not polling at the times when there are spikes, as the issue remained despite the above and the fact that I have done multiple windows 8.1 64 bit clean installs, and multiple clean windows 10 64bit installs each time following proper Driver install procedure starting with the chipset drivers, trying different versions of all drivers with no success. (from either intel website etc. or ASUS for the specific board)
Assistance with tracing and Analysis of latency would be greatly appreciated as I have wasted 7 months with a mostly unplayable gaming rig and large amounts of money and time, I am at my wits end with this.
I would gladly pay via Pay pal anyone who is able to help me get to the root cause of the issues. Will gladly post anything or any information requested.
According to latencymon I WAS never more than a 88us interrupt to process latency at idle, after trying the MSI board and the going back to the sabertooth even after a clean install I now go no higher than about 170us to process latency at idle (may have something to do with also having the MX100 hooked up as prior to this It was just the EVO 850 and the Wd blue). Can post latencymon screens when home later tonight.

Mention that all DPC testing I have done has been under a high performance CPU power profile to avoid the latency spikes caused by a fluctuating CPU frequency, and EIST.
