Stuck on update: Windows 10 Version Next (10.0.18362.10000)

Hi there.
I got great help here last year, and am now experiencing similar update problems, and and hoping against hope that someone can help again.
I have tried following help instructions found on-line, but get nowhere.

Most recently, on trying to update, the system reported:
Cumulative Update for Windows 10 Version Next (10.0.18362.10000) (KB4508451) -Error 0x80073712
Status: Some update files are missing or have problems. We'll try to download the update again later. Error code: (0x80073712)
Plus:
2019-07 Cumulative Update for .NET Framework 3.5, 4.8 for Windows 10 Version 1903 for x64 (KB4506991) -Error 0x80073712

I have followed the instructions given in the posting instructions.
SFC scan returns: windows Resource Protection could not start the repair service
SFCFix first crashed, and then ran for an hour before i stopped it, and never got beyond: Checking store directories. . .
I have attached the CBS file, although I don't know if it helps, since the previous activities have not completed.

Hope someone can help me along

This is an Insider Build and as such a beta (untested) software. Please report it in the Feedback Hub and if you'd like stable and smooth operation, please return to the latest stable build I'd recommended and help you get to.

Thanks. I have reported the fault in the feedback Hub, and would be happy to get back to a stable build
 
The steps are as follows:

  1. Open Settings.
  2. Click on Update & Security.
  3. Click on Windows Insider Program.
  4. Click the Stop Insider Preview builds option.
  5. Select the Keep giving me builds until the next Windows release option.
  6. Click the Confirm button.
  7. Click the Restart Now button.
 
I selected the Stop Insider Preview builds option, but was not then given the chance to choose Keep giving me builds until the next Windows release option.
It just said that I could receive updates until I restarted the system.
I restarted.
 
The computer still wants to install the latest version of the insider previews - can I do anything to remove the installation files, or stop this?
Also, can you give possibly any good advice about how to get my computer back to a functioning state? At the moment there are problems installing some programs, and some of the software tools for fixing system problems don't seem to run.
Can I refresh my Windows installation, to go back to a previous stable version, for example by re-setting the PC, or using downloadable tools from Microsoft?
Grateful for any advice.

I am on a local account, but I don't seem to be able to roll back to the previous version. I don't think I got that option when I left the Insider program, and now in Recovery settings, it says I can't go back to the previous version of Windows 10, "This option is no longer available because your PC was updated more than 10 days ago".
There is an option "Reset this PC", to reinstall Windows - would you recommend that? I have also downloaded MediaCreationTool1903.exe, could I use that to roll back?
 
Unfortunately, that doesn't seem to help. I ran it and got the following (I tried with a couple of different values - 30 & 60):

I am beginning to think so too... ;-)
How would you recommend doing that, there seem to be a number of alternatives.
