Strange problem - Windows 8.1

This started just after i installed Windows 8.1 few weeks ago.
And the problem is that it's almost impossible to write anything because that strange ''flashing'', i wish i could explain that better but i can't :/

Hi -

Is the "flashing" you are speaking of limited to the Opera browser web address bar?

Does the same happen with IE or Firefox?

Are your ATI video drivers updated?

Everything is fine now, my problem was application called: ''launch manager utility process (LMultips32.exe)'', i deleted that and my problems are gone! :) i still have no idea why that program did that weird stuff but doesn't matter anymore

Could it be LMultips32.exe (dritek launch manager by dritek system)?
Deleted or uninstalled?
