storport.sys High Latency, Windows Dropout and Lag

Hello,

First of all, let me state the system:

  • AMD Ryzen 9 3900X (base clock) (default settings)
  • ASUS X570-E anakart.
  • ASUS TUF 80+ 750W psupply.
  • G.Skill Trident Z Neo 3600MHz CL16 16x2 (32 GB) RAM ( DOCP clock)
  • EVGA FTW3 RTX3090.
  • Seagate FireCuda 2TB gen4 7000 MB M.2
  • SilverStone PF360mm Six Fan Cooling.
  • 1TB M.2, 2X 1TB HDD
  • Samsung Space monitör 27" 2K 144Hz.
  • Samsung Curved monitör 32" 60Hz.
I did a clean install of Windows 10 21H1.

I downloaded the amd chipset driver from their site. I downloaded the Nvidia updated driver (516,59) from their site.
The problem is not caused by my video card, I tried another gpu(3070 and rx6800), same problem.
The problem is not caused by ram, I tried other ram (corsair lpx 2x8gb cl16 3000)

I had a similar issue with my previous format and it was fixed when I set the power options to "high performance".
But this time it doesn't work.
My previous operating system (win 10 21h1) and installation usb are the same.

Summary of my bios settings:

c-state control disabled
sb spectrum disabled
AI overclocking tuner DOCP
Memory Freq DDR4-3600MHZ

These bios settings were fine.

But even though I did a clean install, the storport and nvidia kernel latency values are very high.

Program I use: Latencymon 7.0

Solutions I have tried:

Device Manager > IDE/ATA controller > Uninstall driver. didn't work


I installed Clean windows because I failed to install Armory Crate. Then I started having this problem
