Hi, I have a fairly new system and I've had this issue since I built it. At, what seems like somewhat random times, audio output gets all garbled and I get static noise. This lasts for about a second. Together with this USB devices seem to "drop out" for about a second as well. This isn't very common and is pretty difficult to reproduce but it's common enough to be a real issue when gaming for example. I've ran Latency Monitor and it's reporting issues basically right away. That is not only limited to times when I notice USB drop outs. Most of the time the reported culprit is either ISR routine execution time with HDAudBus.sys or DPC routine with nvlddmkm.sys . But this seems to vary and I can see high latencies with ntoskrnl.exe or storport.sys as well.
So far I've tried disabling all unnecessary audio outputs, enabling MSI mode for the GPU and disabling HPET. BIOS and all drivers are up to date.
Any help would be appreciated.

2x16GB Kingston Fury Renegade, DDR4 3600, CL16
NVIDIA GeForce GTX 1060 6GB
