To be perfectly honest, the issues you describe strongly suggest a major infection of some sort. What have you run as far as scanning your system? As a first step, which can harm nothing, consider doing an Offline Scan with Windows Security (and you can do this even if you use a third party antivirus/security suite, as it occurs before Windows even comes up when scheduled). Others may have more detailed suggestions, but this is a good starting point. You need to resolve any issues with infection before you try going on to any further steps. Only do what follows after you have taken the steps necessary to disinfect your system.

See my post: Windows 10 “Revival” Script for When You’re Experiencing Issues

Also, since you explicitly state you have Intel hardware, Intel has been churning out driver updates for their components at an almost unheard of rate during the Windows 10 era. They are also either not supplying them to Microsoft and computer OEMs in a timely manner or they're not being integrated into the driver libraries of the two former entities in a timely manner. Thus, I recommend that those with Intel hardware download and install the Intel Driver & Support Assistant.

By the way, you really might want to open a topic in the Security Arena forum, and follow the advice you receive there with regard to removing any infection(s) on your system. It won't hurt to do that offline scan, but more may be necessary. If it doesn't end up being an infection then there is something that's become corrupted in your Windows 10 installation, as the behaviors you describe are in no way normal.
